Just do it
My best advice to someone wanting to start a seed library is to just do it! Conditions will rarely be perfect and while your level of knowledge may be limited, the time is now! Adapt, grow, and experiment.
Specific advice on how-to is shared here: The Making of the Mass Aggie Seed Library: A Gardening How-to for Others.
