Many Standards Development Organizations and government agencies will make some/all of their standards freely available for public use. See the list below for examples:
Building/Construction

Air Conditioning, Heating, and Refrigeration Institute (AHRI)The AHRI maintains standards on HVACR topics. All AHRI standards are free to download for the public.

American Institute of Steel Construction (AISC)The AISC maintains standards regarding the use of structural steel used in construction. All AISC standards are free to download by the public.

International Association of Plumbing and Mechanical Officials (IAPMO)IAMPO maintains codes regarding a variety of plumbing and HVAC topics. Read-only access of IAMPO Codes is available for free on their website.

International Code Council (ICC)The ICC maintains a variety of building safety codes. Read-only access of the ICC I-Codes is available for free on their website.

National Fire Protection Association (NFPA)The NFPA maintains standards related to fire, electrical, and other related safety issues. NOTE: You must create a free account to access standards. Access is read-only (no download).

Federal Motor Vehicle Safety Standards (FMVSS)The FMVSS are maintained by the National Highway Traffic Safety Administration, covering motor vehicle safety. The FMVSS are available on the Code of Federal Regulations website.
